The University of Pennsylvania released its prompt for the Writing Supplement on the Common Application for entry Fall 2015:

Harvard will make SAT subject tests “normally required.” This means that, in some cases, the application may be considered complete without SAT Subject Test scores. This will be determined on a case-by-case basis.
Normally Required is a new category for testing requirements. Previous categories were:
- Not Required
Normally Required is closest to Required but offers wiggle room in the requirement for unique circumstances – when a student’s credentials and experiences speak for themselves without the scores or when a student comes from an area where guidance on the college process is not readily accessible.
